You should select the states and territories that you are happy to accept applications from. If you only want your puppies to be picked up (and not sent via road or air transport), you should always factor in location based upon if an applicant is happy to drive to your place (or even meet you halfway) to pick up you puppy.
Example Case: Natalie breeds Labradors and is based in NSW. She is happy to drive to certain towns and locations in NSW to meet puppy buyers, but for the most part - wants her puppy buyers to come and pick up the pup. She is happy for buyers from South Australia and Tasmania to apply as long as the puppy buyer will drive and pick up the puppies. She thinks NT and WA are too far, so she leaves these unticked.

In person puppy pick up: means a puppy buyer coming in person to pick up the puppy.
Ground transport delivery services: road-based pet transport service.
Domestic air travel by plane: air-based pet transport service that can fly pets domestically.
International air travel by plane: air-based pet transport service that can fly pets to international applicants.
